I also hit the same error while running OSA 18.1.3 on freshly built bare metals running Ubuntu 18.04 LTS.

I also attempted to run '/openstack/venvs/cinder-18.1.3/bin/cinder-manage db online_data_migrations' from within the cinder-api-container, but got the same error: https://pasted.tech/l/0826e4774b12bc29

Unlike @martinx's case, my Ceph cluster was in HEALTH state when the deployment failed.

Has anyone got a fix or workaround on this?
