I've tied to create volume with type below:
# cinder extra-specs-list | grep nfs
| 0807e887-9ef5-4444-b21e-ddfbe5e0e656 | nfs | {u'volume_backend_name': u'cinder_netapp', u'storage_protocol': u'nfs'} |

It doesn't help to avoid downloading glance image via HTTP.
