I think actionable item is to investigate, what is the problem, Is it in product or in tempest? Our vzstorage CI is constantly hitting this bug. It can also be reproduced in several hours by running this testcase in a loop.

I did some investigation, but haven't reached any results. There are no problems with network, boot and virtual machine becomes accessible via ssh after test.

There is only one theoretical problem with this testcase running on remotefs-based cinder drivers - snapshots are not safe, because qemu agent is missing in cirros image, but since VM log shows, that VM booted successfully, it is not the reason of fails.
