[Summary]
Unable to scan beacon package

[Steps to reproduce]
1. Boot into OS
2. Choose 'com.canonical.certification::client-cert-desktop-22-04-automated'
3. Run 'bluetooth4/beacon_eddystone_url_hci0' in Bluetooth tests

[Expected result]
System can scan Beacon package

[Actual result]
Tool throw exection
