First apologies for the lag on this response; I suspect you've probably already resolved this problem yourself.

It looks like the cinder@cinder-ceph volume backend is down; it would be use if you could provide logs from /var/log/{cinder,juju}/* on the cinder unit.

Marking 'Incomplete' pending your response and 'Low' priority as I can't find any other similar bugs.
