Hi!

Here is a new charm for IBM MQ for review.

To test this charm, a license to IBM MQ is required.
You need to get an IBM MQ license for at least MQ 8.0.0.0 (for x86_64) or MQ 8.0.0.2 (for Power LE/x86_64)
