We believe this is resolved with a new release available in the charm, but it just isn't the default. Try deploying with a different overlay or change the config to match this:

juju config cilium release=1.14.11

If this resolves it -- the solution is to bump the default version of cilium to 1.14.11 rather than 1.12.5
