George and I finally tracked this down to the uvloop alternative EventLoop implementation that the validation suite was using. Reverting that back to the standard asyncio.EventLoop fixed the issue in the FCE environment for us, so it's now been changed on commit ae6e6d4 (current master) of the CK Jenkins repo.
