I have just re-tried this out for myself (using kvm) and can confirm the issue is still there i.e. I deployed incl. 3 units of rabbit and waited for everything to be ready. I checked that no services were in error. I then did 'juju add-unit rabbitmq-server' and once that new unit was up sure enough one of the rabbit clients in my deployment went to error state 'AccessRefused: (0, 0): (403) ACCESS_REFUSED' - this time it was neutron-metering-agent but i've found it is quite random which clients fail to connect.
