In my previous comment I meant to say it DOES NOT work. I have attempted removing and reconfiguring the charm to use xenial and it appears the have the same issue. I am not sure why, but even when manually deploying and using version 72 it also encounters the issue. Could it be something on the RabbitMQ-server packages end?
