The mysql/* units are all in active/ready state.
The problem unit is in a waiting/allocating machine/agent state. That is entirely at the level of the underlying system and tooling (Ubuntu, LXD, cloudinit, Juju, et al). That is outside the purview of the charm/charmer.
Whether that is a system resource overcommit, or a tooling bug, I'm not certain.
