In addition to the issue mentioned by Kamal, the checks on the CHASSIS are wrong here,

56: for cert in ['/etc/ovn/cert_host', '/etc/ovn/ovn-central.crt']:

It should be checking for /etc/ovn/ovn-chassis.crt
