Looks like the openstack-service-checks is calling the relation for keystone before keystone is ready - should keystone not be blocking the relation until it's ready?

The relation to Keystone has been there for a while, but the recent change actually uses that information to query Keystone immediately - so the relation shouldn't be made available until Keystone is actually ready to service requests.
