Thanks for resolving my confusion around the steps that you did; I think I now have a clearer picture of what is going on. Please could you add one more thing to the bug: An output of the juju debug log for the keystone unit(s); in particular I'm looking for two log entries after the 2nd resource is attached that would read:

... INFO Running maybe_do_policyd_overrides
... INFO ... already setup, so skipping.
