It seems we should be ok with oslo_cache.memcache_pool. Check the documentation at (search for "backend =") at: https://docs.openstack.org/nova/rocky/configuration/sample-config.html

Let's try to recreate this and narrow down on the issue. I wouldn't be surprised if it turns out to be a very simple upstream fix for py3.
