Additionally, we only run discover_hosts if list_cells returns 'cell1' (this is the one cell that the charms deploy). This means that 'cell1' is already in the database, and therefore the database should completely be ready to run discover_hosts at this point.

Unfortunately I'm at a loss for how to move forward until we can recreate this and get the failing output from 'nova-manage cell_v2 discover_hosts'.
