Comment 4 for bug 1830536

The change is creating a regression. Two tempest tests are failing:

 tempest.scenario.test_network_basic_ops.TestNetworkBasicOps.test_network_basic_ops
 tempest.scenario.test_server_multinode.TestServerMultinode.test_schedule_to_all_nodes

Basically, it seems that the os_admin is not able to list the networks of all tenants anymore. I'm trying to investigate what could create this bad effect but at the same time, we should also consider reverting the change since as pointed by Ryan, [0] may also resolve the issue.
