I have a similar env with juju manual provider plus fan networking and hit the same bug. The group_replication_ip_allowlist on each unit fix worked. My fan subnets are:

group_replication_ip_allowlist = 252.152.11.0/20,252.152.12.0/20,252.152.13.0/20
