As this https://bugs.launchpad.net/ubuntu/+source/apache2/+bug/1766186 was fixed for Xenial+ a while ago we need to avoid using the workaround:

    IncludeOptional /etc/apache2/mellon*/sp-location*.conf

and switch to:

    IncludeOptional /etc/apache2/mellon/sp-location*.conf
