Second run of trials show same observations.

dpkg used for trusty-icehouse: haproxy 1.4.24-2ubuntu0.4 amd64
dpkg used for trusty-kilo: haproxy 1.4.24-2ubuntu0.4 amd64
dpkg used for trusty-liberty: haproxy 1.5.14-1ubuntu0.15.10.1~cloud0 amd64

I have a working theory that the root cause for this issue comes from the haproxy package in trusty. For Ubuntu OpenStack versions >= trusty-liberty we include haproxy in the Ubuntu Cloud Archive.
