Thanks for having tried this. Yes I think the issue isn't python-ldap but rather in the way Keystone makes use of oslo.config. From the previous sources I mention it feels like Keystone should be responsible for teaching oslo.config about the default encoding to be used, but is not properly doing it. This doesn't involve python-ldap.
