I was able to create a successful LDAP bind with cyrillic DN after adding the following in /etc/apache2/sites-enabled/wsgi-openstack-api.conf and restarting the Apache:

- WSGIDaemonProcess keystone-admin processes=1 threads=1 user=keystone group=keystone \
+ WSGIDaemonProcess keystone-admin processes=1 threads=1 user=keystone group=keystone lang=C.UTF-8 locale=C.UTF-8\
