Comment 1 for bug 1710437

In charm-helpers, fetch/ubuntu/import_key does not handle comments and insists there is nothing before or after the PGP key block. Which is a rather fragile way of handling the recommended case, and punting everything else off to the known insecure keyserver retrieval.
