Yes, we're using the workaround of changing the config after things are stable.

It's a bit tricky; we have to wait for things to be stable via juju wait, then issue a config change, then wait for that hook to complete, then wait 60 seconds for the sync to start, then juju wait again. That's all extra code we have to carry in FCE to workaround this bug.
