I have an environment facing the same issue after upgrading from Victoria => Wallaby => Xena

I'll try the workaround suggested in comment #2

Note: After stopping one of the units(lxd) the environment is stable, in this case this was the workaround suggested in https://bugs.launchpad.net/charms/+source/cinder/+bug/1561927
