When upgrading ceph-mon, charm is stuck in waiting for number of OSDs to reach expected-osd-count

Bug Description
When upgrading charm ceph-mon from 18.05 to latest 19.10 the charm is stuck in waiting for number of OSDs to reach expected-osd-count.
ceph osd tree reports the correct number of osds up and running however the relations between ceph-mon and ceph-osds have bootstrapped-osds attribute equal to 0.

It's not clear whether this means that the existing pools don't meet the replicated criteria or something else is wrong. Can you get any details on the existing pools and there replications could prior / after the upgrade?
