Comment 62 for bug 1719436

Hitting the same issue on customer site with xenial, queens, ceph-osd-25 which has the fix (commited by Chris).

One nvme-ceph-mon unit is always stuck with:
Bootstrapping MON cluster

The other 2 seem fine.

in the unit log:
2018-06-29 12:44:04 DEBUG mon-relation-changed INFO:ceph-create-keys:ceph-mon is not in quorum: u'probing'
