It sounds like this is becoming a bit of a catch-all bug regarding "Bootstrapping MON cluster". I'm going to work on a small fix regarding that particular message (we don't need to set that message if the cluster is bootstrapped), as well as proposing that we start working on some much needed refactoring of the relation updates. Reducing the relation updates is something that we've discussed several times recently as it can definitely become a very painful process on the monitor units
