A note about ceph versions involved as the charm code paths are a bit different between Jewel and Luminous

The related issue observed and fixed in comment #34 was for Jewel and part of the solution was to increase timeout as the charm and Jewel ceph-create-keys command was giving up too quickly.

Ceph versions prior to Jewel would be subject to the same realities of deployment time and would need to handle this too.
