Comment 15 for bug 1329564

OK I have finally figured it out. It was to do with our policy.json file. It seems that the syntax accepted is different to the syntax of nova and other openstack projects for some reason? We had some other stuff in there that was copied from how nova does it to allow other roles to be admin.
