Doug, i mean the middleware notifier https://blueprints.launchpad.net/ceilometer/+spec/count-api-requests. i don't believe resource_id is available at middleware stage of request so the notification sent i don't believe has a resource_id... i was under the assumption that service_id in keystone was resource_id but now that i look at resource_ids collected by Ceilometer, that doesn't appear to be the case...
