Allow use of login.launchpad.net login/sign up forms without OpenID

As part of the OpenID work, we developed a new set of login forms that can be used to authenticate to Launchpad, recover a lost password or create a new account.

We should make these forms usable outside of an OpenID authentication request. Use cases include:

 * User goes to https://login.launchpad.net/ and authenticates so that they won't be asked for a password when logging in to OpenID RPs. This would also be necessary if we added some user details edit forms to login.launchpad.net.

 * Direct login requests on Launchpad to https://login.launchpad.net, so that we have a single consistent interface for authenticating. We could then remove the existing login and registration forms.

Fixing this bug would solve bug 2164 as jamesh commented on that bug.

Using login.launchpad.net for authentication within the .launchpad.net domains would also solve the beta redirection problem (bug 139495).
