[unity8] dolphin, closing one instance/window closes all

Bug Description
ubuntu 17.04 unity8
launch dolphin, from the menu open a new window "File > New Window", now close the new window
expected: first window to still be open. result all windows are closed, dolphin closed

In my machine dolphin doesn't quite work in a unity8 session.
It complains about klauncher, so doesn't show any files in its main area. But, most importantly, "New Window" has no effect.
Is there another application I can use to reproduce the bug?
