Comment 19 for bug 1531167

This is also annoying when keeping the phone on my desk, whenever I receive a notification and my hand happens to fly over the phone and back (maybe while trying to reach something) I see the phone blinking.

I haven't tested on other platforms, but I don't remember noticing anything like this on other OSes before.
