calibredb add and add_format improperly refresh running calibre instance

Bug Description
Some new problem, present in 0.8.36 and introduced in some January version: both calibredb add, and calibredb add_format, no longer properly refresh running calibre instance.
The results are as if empty format was added: calibre displays the format name on the main list, but refuses to open it, it does NOT display added format in the detail window or in the conversion dropdown. So it looks like running calibre is notified that new format appeared, but ignores the fact that some real file is connected to it.
After calibre restart everything looks OK.
Exact test:
1) start calibre
2) Use
calibredb add something.pdf
(or rtf, or epub, or whatever) to add new book, or
calibredb add_format id something.pdf
to add new format to existing book.
3) Locate the book in running calibre
4) You will see appropriate PDF (or RTF, or …) format below the list
5) Try Ctrl-E. New format is NOT shown in the format's box
6) Also try conversion dialog, New format is NOT shown as possible input.
