Bug Description
The Show/Hide Virtual library Tabs setting is not available in the VL toolbar/menu options, it is only available in the Search bar VL button options.
And, it is a global setting, whereas the VL's themselves (i.e. the search expressions) are physical library specific. If a physical library has no VLs and Show VL Tabs is set, then it will have a redundant VL tab for All books. Maybe the Show/Hide VL Tabs setting should be a per physical library setting too.

The virtual libraries action is meant as a way to easily switch vls only, not
as a general control all aspects of VLs thingummy. As such a menu entry
to toggle vl tabs doesnt belong there. If it did, then one might as well
add all th rest to create/delete/edit vls etc.
As for vl tabs being global that's by design its a UI setting,
controlling the visibility of a portion of the UI like book details/tag
browser etc. They are all global.
That said it might be worth having the VL tab bar auto hide itself when
only one tab is present.
