The virtual libraries action is meant as a way to easily switch vls only, not
as a general control all aspects of VLs thingummy. As such a menu entry
to toggle vl tabs doesnt belong there. If it did, then one might as well
add all th rest to create/delete/edit vls etc.
As for vl tabs being global that's by design its a UI setting,
controlling the visibility of a portion of the UI like book details/tag
browser etc. They are all global.
That said it might be worth having the VL tab bar auto hide itself when
only one tab is present.
