Ah, I think I've figured out one of the problem.
Example:
Let's say a tag is called "Anatomy & Physiology"
On the Category Editor (Tags) by right clicking and "Search the library for Anatomy & Physiology" will also match books containing the tag "Human Anatomy & Physiology"
