Comment 2 for bug 1467129

On seconds thoughts, I will implement this, at least when clicking the
Next and Previous buttons. SO if you click those buttons the current tab
on the comments edit box will be remembered. But if you close and
re-open the dialog, it will always revert to the normal edit mode.
