My fix was not reproduceable.

You can also try to delete any configfile.

In your home: .config/cairo-dock/current_theme/plug-ins/weather/weather.conf
And generall: rm /usr/share/cairo-dock/plug-ins/weather/weather.conf

After that the applett was no longer configured.
