I just went to report this same issue, and found this issue reported 2 years ago. FWIW, there is still a demand for this, and it would be great to see this in bzr 1.x. =)

For an example of why this is expected by users:
cvs up -rREV
svn up -rREV
hg up -rREV
bzr up -rREV <-- only one that doesn't work. =(
