Merge and pull store the saved URL in .bzr/parent. Pull, however, uses ~/.bazaar/branches.conf for the same thing. This is confusing and inconsistent, so merge and pull should use branches.conf too.

Maybe branches.conf should support merge_location and pull_location, or should they always use the same URL?
