The message comes from curl (libcurl) which python-pycurl interfaces to.

The curl packages does know where the CA certs are located and that it is "bundled".

To me, this says that the CA cert is missing on Fedora.

I am leaving this bug open because there is still the question if bzr should run without pycurl installed.
