I'm not sure. The canonical bazaar team isn't likely to have time for
this any time soon - there are still lots of other bugs / wishlist items
that have higher priority for us. One of us might work on it in our
spare time though, or a community contributor could hack on it. If
you're interested in working on it, we're happy to give pointers.
The recent work on feature flags, which will be in bzr 2.5, should help
if you would want to implement something like this in a plugin.
