That seems pretty weird and certainly unheard of.
Are you sure 'bzr config editor' is not set ?
Failing that, bzr tries $VISUAL, $EDITOR '/usr/bin/editor', 'vi', 'pico', nano' and 'joe'
So it may me that your install does something weird with one of those ?
