Comment 2 for bug 144633

It is possible that a manual copy occurred earlier in the revision history, but for this particular revision I'm sure that this occurred immediately after a push. The error occurred in the branch that the push was updating, and I noticed that it had happened after trying to update the working tree. The pusher branch was running bzr 0.18.0 on Windows XP with no native Python installation, and the version information for the receiver is already in the bug report.

I should also mention that to fix the situation I simply pushed to a new location and the repo worked fine, so I'm not sure how reproducible it is.
