It seems rather late in the release process. I would prefer to do it as
part of 0.18. We could also consider jumping to dirstate-with-subtree.
Both it and dirstate-tags are network-incompatible with 0.14 and
earlier, but dirstate-with-subtreee also cannot be converted to earlier
formats, because of the model change.
