Just in case it's not entirely clear to those affected how to work around this bug; install bzr as normal from the mac installer, then:

cd ~
mkdir -p .bazaar/plugins
bzr get lp:bzr-svn -r tag:bzr-svn-1.0.4 svn

... and then things should work as expected.
