Just to clarify, mozilla has two sets of margin settings. One set is accessed through the File->Page Setup dialog, and controls placement of ordinary page content. The other is accessed (using the xp print dialog) through File->Print->Printer Properties. This set defines the boundaries of the page on which the printer can print. As a practical matter it's used to position the header and footer text. This bug is about the printer properties margin, not the page setup margin.
