Bug Description
quantum-common should be having quantum-rootwrap instead of the quantum-server package.
Entries sudoers entry like there is for nova is also missing in order for rootwrap to work.

quantum ALL = (root) NOPASSWD: /usr/sbin/
This seems to be needed for agents to work for example with openvswitch.
